D. Jenkins, Contracting Officer, 202/324/5725. The Federal Bureau of
Investigation (FBI) has a requirement to develop utility software. The
FBI Laboratory is responsible for the forensic examination of computer
related evidence; specifically, the media upon which information is
stored. The purpose of these examinations is to retrieve the data
stored on the evidence machine and present it in a paper or electronic
format. Utility software is used which is both commercially available
and custom designed and written by law enforcement agencies. In the
course of these examinations, this utility software is used for six
general processes: 1) Write Blockers - Prevent all write operations to
a hard disk to avoid changing the contents of the disk; (2) Search
Software - Search a piece of media for a string or series of strings;
(3) List Files - Provide a listing of all files on a piece of media;
(4) Examiner Disk - View and extract data from physical media including
slack space, reserved space, and hidden space; (5) Deleted Files -
Recover deleted or erased files; and (6) Image Backup and Restore -
Perform a sector by sector dump and restore of one media to another.
Under a previous contract a test plan for processes one through four
was developed. In addition, some utility software was tested for
processes one through three. The FBI Laboratory seeks to continue this
program to include developing test plans structured according to the
ANSI/IEEE specifications Std. 829-1983, ''An American National Standard
IEEE Standard for Software Test Documentation'', where applicable, for
processes five and six and testing of additional software for all six
processes. The period of performance to complete the above will be for
twelve (12) months. It is contemplated that a firm-fixed price,
completion type contract will be awarded as a result of this
solicitation. Requests for the solicitation must be submitted in
writing, referencing the solicitation number, within fifteen (15) days
