Technician; (520) 533-1063. The Directorate of Contracting, Fort
Huachuca, AZ intends to award a sole source contract to Dr. Jack G.
Sheppard, 5242 Laguana Avenue, Sierra Vista, AZ 85635 for Technical
Assistance in the form of Consulting Services in support of
Intelligence Training (Force XXI) for the 111th Military Intelligence
(MI) Brigade. The proposed contractor shall provide the following:
Expert information systems consulting services of the highest order to
the U.S. Army Intelligence Center at Fort Huachuca, AZ. These services
shall be applied to the general task of extrapolating the approved
'21st Century Training Vision' (21stCTV) concept into information
system architectures. He shall maintain broad cognizance of information
system technological trends and shall provide consultation responsive
to the needs of the initiative at any given point in time. Specific
requirements to which the contractor shall respond include:
participation as the information systems expert on a multi-disciplinary
team that provides advice and assistance to Government managers of the
21stCTV initiative; review information system issues in his area of
expertise and provide results in a form appropriate and as directed by
the Government; advising the Government on system needs, preparation
of input to procurement instruments, assisting in evaluations of
offerors, and advising the Government in evaluation of the performance
of the resultant contractors. Dr. Sheppard has in-depth knowledge of
local and global information system infrastructure and technologies. He
will interact with other subject matter experts on a wide range of
issues to insure that inter-disciplinary issues are properly considered
and that the resultant advice and assistance leads to a functional,
homogeneous system. The contractor shall maintain cognizance to
technological trends, product offerings, and costs of the full spectrum
of information systems applicable to 21stCTV. These topics shall
include: (1) inside and outside transmission systems, including
transmisssion media and supporting structures; (2) local area networks,
including transmission media and supporting structures, protocols,
bridges, routers, gateways, network operating systems, network servers,
network applications, and network management; (3) wide area networks,
including Department of Defense networks such as DISN, DDN, SIPRNET,
NIPRNET, etc.; (4) the Internet; (5) telephone systems, including
nArrowbAnd and broadband Integrated Services Digital Networks; (6)
video teleconferencing systems; (7) cable television systems; (8)
multi-media information systems; (9) electronic publishing systems; and
(10) intelligence and information system hardware and software. The
contractor shall also maintain cognizance of the information system
plant-in-place at Fort Huachuca and any planned changes to it. The
Government will identify, to the contractor, specific deliverables and
schedules required. On an as-needed basis, the contractor shall
provide the following deliverables; oral consultations, reports, and
briefings. The contractor shall provide informal reviews and submit
monthly written reports. The Government will provide for access to
Special Compartmented Information Facilities (SCIF) as needed to
accomplish these tasks. The Government shall also provide office space,
furniture, and computer facilities in SCIF as required to accomplish
the tasks. The contractor will require access to Special Compartmented
information (SCI) materials at the Top Secret level. All responsible
sources may submit a proposal which shall be considered. See Numbered
