SOUGHT SYNOPSIS Management and Operations Contract I (CLASS follow-on).
The NASA Lewis Research Center is seeking qualified small businesses,
small disadvantaged businesses, and/or 8(a) firms capable of performing
work in a follow-on procurement to the existing contract known as the
Consolidated Logistics and Support Services (CLASS) Contract, NAS
3-26360. The resulting contract will be known as the Management and
Operations Contract I (MOC-I) . It will require a workforce of up to
500 employees and the successful contractor will need to obtain a line
of credit or other financing in excess of $2,000,000.00. The services
which are provided under the CLASS contract are:
Administrative/Clerical Support, Instrument Services, Supply and
Equipment Services, Transportation Services, Logistic Services,
Editorial Services, Graphics Services, Photo/Print Services, Library
Services, and Security Services. (Security Services will not be
included in the follow-on contract.) In addition to the services
outlined above, NASA Lewis is considering consolidating other contracts
into the MOC -I procurement. The other contracts which will potentially
be consolidated into the MOC-I follow-on are as follows: Operation of
the NASA Lewis Learning Center (NAS 3-26127), Medical and Fitness
Center Operations (NAS 3-27350), Institutional Support Services at Plum
Brook Station (NAS 3-26951), Operation of the NASA Lewis Visitor
Information Center (NAS 3-26186), and Data Entry and Telecommunications
Support (NAS 3-26416). In order to ascertain the method of procurement
for the services outlined above, qualified small businesses, small
disadvantaged businesses, and/or 8(a) firms are invited to submit a
''capability statement'' to NASA Lewis detailing all of their relevant
technical qualifications. Interested firms should include in their
capability statements information relative to past performance and
experience in relevant service areas, detailed references to major
clients, their experience in managing a large work force, general and
administrative (G&A) rates and their labor overhead rates over the past
5 years, and information relative to their ability to finance a large
service contract. The capability statements should be no longer than 25
pages in length. The proposed Standard Industrial Classification (SIC)
Code for this follow-on procurement is 8744 with a size standard of
$20.0M. Interested firms should submit their capability statements to

submitted no later than Friday, August 4, 1995. Capability statements
received after this date may not be considered. Please note that the
NASA Lewis Research Center has not yet made a decision as to whether
the MOC-I procurement will be set aside and that it reserves the right
to determine the appropriate method of procuring the above services
based upon our analysis and evaluation of the capability statements.
