Work will consist of constructing complex consisting of a propane fueled aircraft mock-up burn area; a classroom facility; observation platform; fire tower, parking area, and miscellaneous site improvements. Project will be a firm-fixed price contract. Contractor to furnish all plant, labor, materials, equipment, and supervision for a complete and usable facility. Estimated cost is between $500,000.00 and $1,000,000.00. This procurement is being considered for a 100% set aside for Small and Disadvantaged Business (SDB) concerns. Interested (Prime) SDB Concerns should indicate interest in this acquisition, not later than 10 days after this publication, by providing written notice to the contracting office which includes a positive statement of eligibility as a small, socially and economical disadvantaged business concern (SDB), specific information which demonstrates the capability to perform projects of this complexity and magnitude and complete information concerning experience in similar work (identify current or past government contracts including agency, contract number technical point of contact and phone number, contracting officer, and phone number), and financial status which includes bonding capability. SDB concern must provide proof in writing that as the prime it can comply with the limitations on subcontracting; the general contractor MUST perform at least 15% of the cost of the contract, not including the cost of materials, with its OWN employees. (See FAR Clause 52.219-14(b)(3). Supervision cost IS NOT considered when computing percentage. The standard industrial classification (SIC) code is 1542.
