This is a notice of intent to negotiate with Avtron Manufacturing Inc., 7900E Pleasant Valley Rd., Independence, OH 44131-5529 on an other than full and open competitive basis for the purchase of one (1) EA Electrical Load Bank & Control System (Model No. T103, P/N T103A18818). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies will satisfy agency requirements. Since the load bank and controller are replacement parts to an existing system, it is imperative that the location and size of the conduit entry point match the existing ''foot print''; the location and size of input terminals match those of the existing load bank; the outside dimensions match those of the existing load bank due to existing space, intake and exhaust vents; and the replacement bank and controller interface with an Avtron drivestand.
