B -- STUDY OF THE FACTORS IMPACTING DEFENSE INTELLIGENCE RESOURCE MANAGEMENT: ''HARMONIZATION OF NATIONAL AND DOD INTELLIGENCE RESOURCES'' SOL 103/0003Z/95 DUE 081595 POC Contract Specialist, RONALD L. YORK, (202) 373-8463 The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, intends to solicit and award a contract on a sole-source basis to Information Planning Associates, Inc., 5205 Leesburg Pike, Suite 206, Falls Church, VA 22041, for a study concerning the factors impacting defense intelligence resource management. This comprehensive study, tentatively to be entitled ''Harmonization of National and DoD Intelligence Resources'', will focus on the internal and external factors having the most pronounced impact. It is intended to provide (1) in-depth information needed for the creation and application of new intelligence-related resource policies and processes, (2) for certain expanded oversight responsibilities (OASD(C3I)/CISA), and (3) recommended improvements to future management applications and strategies. Since the study will encompass not only the multi- faceted aspects of internal operations (OASD(C3I)) but also the relationships, command responsibilities and authorities of certain non-DoD organizations, the broadest understanding of and most recent familiarity with the resource management systems utilized by the many components of DoD and national intelligence are essential. Other key requirements of this effort include U.S. citizenship, current possession of final TOP SECRET security clearance and corresponding approval to work with Sensitive Compartmented Information. This synopsis is a Notice of Intent and should not be considered as an RFP. No solicitation document exists, and requests for such a document will thus not be honored at this time. Responses must be received within 15 calendar days of publication in the CBD (NLT 15 AUG 95). Responses should be made in writing (Reference: PR 103/0003Z/95) and should include all applicable documentation sufficient to establish a bonafide capability to satisfy the stated requirements. Be advised that telephone requests are NOT acceptable; only written requests will be honored. If no affirmative response is received within the 15-day period, indicating that a comparable source is more advantageous to the Government, a contract will be awarded to Information Planning Associates, Inc. No contract award will be made, however, strictly on the basis of response to this notice, because this synopsis of intent to place a contract shall not be considered a solicitation document.
