SURVEILLANCE FOR NEW POSTAL FACILITIES AND OTHER SERVICES SOL

220-6524. The scope of work may consist of preparation of complete and
preliminary designs, construction documents, cost estimates, assist
the USPS during solicitation of proposals for construction and perform
optional Title II services during construction for surveillance; shop
drawing review and approval; preparation of as builts for new postal
facilities leased or owned and major repair & alteration projects
within the states of Colorado and Wyoming. A/E firms submitting their
qualifications will be evaluated using the following selection
criteria: 1) Three (3) or more architects registered in the state of
Colorado, and two (2) or more registered professionals in of the
following disciplines: electrical, mechanical, structural, and civil;
2) Experience in design/build projects as the owner's representative;
3) Experience in the preparation of major repair and alteration
projects; 4) Experience in providing high quality services in
construction administration as a owner's representative; 5) Experience
by the proposing office and their consultants in the site adaptation
of an existing design and or standard plan; 6) Previous owners'
references; 7) The A/E firm and their consultants are to have
appropriate registrations for the sate of Wyoming within six (6) months
of award of the contract; 8) Experience level in the use of Autocadd in
the preparation of design and construction documents by the A/E firm
and all of their consultants; and 9) Previous government experience by
the proposing office and their consultants. The selected A/E firm or
firms may be awarded subsequent services over a period of five (5)
years subject to project needs of the Postal Service and the A/E's
availability of staff knowledgeable in Postal work, firm workload, and
the high quality of A/E's performance on recent Postal projects. There
is a $5,000 guaranteed contract minimum. Award of additional projects
may be made without further solicitation for facilities located within
the geographical area noted above. Consideration will be given to
firms responding to this advertisement in accordance with the
instruction in the following order of preference: 1) A/E firm is to be
within a 14 mile radius of the Denver Facilitie Services Office; 2)
Denver, Colorado metro area; 3) State of Colorado; and 4) out of
stateof Colorado. A/E firms will be considered local only if their sole
offices are in the specified geographical areas or they have local
branch offices and all the architectural design, coordination, and
management of the projects will be performed in the local branch
offices. There is no restriction on the geographical location of
consultants. Firms that have the qualifications to perform the services
described above are invited to submit a completed SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Projects, a completed SF 254, Architect-Engineer and Related Services
Questionnaire, and a completed SF 254 for each of it's proposed
consultants to the office shown above, and received no later than 3:00
PM August 25, 1995. Multiple awards may be made from this
solicitation. The selection will be conducted by using the submitted SF
255 and SF 254's. Interested firms with more than one office must
indicate on their SF 255, the staffing composition of the office in
which the work will be performed. The contract contains a requirement
for firms to provide evidence of current insurance of $200,000 of
errors and omissions per claim. Participation of Minority-Owned
Businesses is a consideration in U.S. Postal Service A-E selections. It
is prohibited to pay any fee, commission, percentage,or brokerage fee
to any person or firm contingent upon or resulting from award of a
contract for this project. No other general notification for this
project will be made. Submission of SF 254 and SF 255 by USPS mail
(Express Mail, Priority Mail, or First Class) is encouraged.
