Administration (FDA), Center for Biologics, Evaluation, and Research,
is recompeting a requirement which is currently being performed by
Systex, Inc. The work involves Flow and Imaging Cytometry Computer
Program Support to be performed using work directives that normally
will by identified by task area as determined by the hardware and/or
software configuration for which the work is to be done in these four
areas: (A) Personal computers such as the Macintosh, HP and IBM PC
using IBMs PC/DOS or MS/DOS operating system and programming languages
including BASIC, PASCAL, FORTRAN, AND C, (B) Digital Equipment
Corporation (DEC) Vax and microVax-series computers using DECs VMS
operating system, and computer programming languages including
Assembler, PASCAL, and FORTRAN, (C) DEC RISC-based workstations using
DECs Ultrix Unix operating system, and computer programming languages
including Assember, PASCAL, and FORTRAN, (D) Image analysis tasks will
be centered around a kodax Professional DCS 460 digital camera and a
Nikon Microphot-FX microscope, The Evaluation Criteria are as follows:
(35%) a) Understanding of the nature of the work to be done as
described in the Statement of Work, and of the problems involved in
providing computer systems and programming support in a biomedical and
regulatory research environment.(10%), b) Demonstrating a working
knowledge of, or a plan to obtain working knowledge of, specialized
computer systems for flow cytometry which have been developed by the
Computer Systems Laboratories, Division of Computer Research and
Technology at the National Institutes of Health.(10%), c) Demonstrating
a working knowledge of, or a plan to obtain working knowledge of,
technical issues involved in computer network management and in the use
of servers to support local area networks of personal computers.(10%),
d) The nature of the organization, management, staff mix, and
methodologies and day-to-day operating procedures proposed for planning
and execution of tasks.(5%), e) Extent of the offerors ability to
attract and retain qualified professional technical staff.(10%), f)
Evidence that the offeror has, or can readily obtain, the needed
staff.(5%), g) Experience in providing computer systems and programming
services in a research and develpment environment.(5%), h) Depth,
training, and experience of additional staff to support heavier
workloads or to provide technical advise/assistance to
analyst/programmers working in the defined task areas of the Statement
of Work.(2.5%),and i) Experience in providing services in a technical
direction letter (technical directive) contracting situation.(2.5%).
It is anticipated that the proposed contract will be performed on a
CPFF (Term) basis and will be incrementally funded over a thirty-six
(36) month performance period. The estimated level of effort for the
entire performance period is approximately 2020 hours per year of
programmer/analyist (journeyman-level) time and 80 hours per year of
Project Director time. Written requests for the solicitation should be
