Lori Redding, Phone (703)604-2000 The Naval Air Systems Command
(NAVVAIRSYSCOM) intends to competitively procure Phase I of the Phased
Depot Maintenance (PDM) program for an estimated 12 P-3 aircraft
during FY 96 & FY 97. The PDM effort is an intensive depot level
process for airframe, component, system inspection & deficiency
identification and correction to ensure safe and reliable operation
throughout the service period. PDM includes: inbound
functional/operational checks including fuel tank leak checks; paint,
strip & disassembly; inspection of selected zones including extensive
corrosion inspecting of most exterior & selected interior areas;
performance of selected structurally significant item inspection by
non-destructive inspection (NDI) processes; removal & replacement of
time change components assigned to depot level exceeding specified
replacement intervals; repair as required (including corrosion
processing & major structural repairs & repair of fuel leaks in all
fuel cells) to ensure the serviceability until the next sequential PDM
induction (four years); reassembly, reseal & repaint; & outbound
operational & functional checks including fuel leak tests & functional
check flight. All prime contractors shall possess the capability of
inducting the first P-3 aircraft within 60 days after contract award.
Turn-around time shall be 160 calendar days for the first aircraft, 140
days for the second aircraft, & 120 for all remaining aircraft.

added to the mailing list for this procurement. Contractors who have
already responded to synopsis number 50079-95 (sources sought) need not
respond again to remain on the mailing list. The ''DRAFT'' RFP will be
available in mid-August. Additionally, NAVAIRSYSCOM intends to request
all comments on the draft RFP be submitted three weeks after its
release. Because of the relatively short turn-around time, the RFP's
will be available for pick-up in our office located at 1235 Jefferson
Davis Highway, Suite 1020, Arlington, VA 22243-5120. Contractors who do
not wish to pick-up their RFP may have it mailed to a previously
specified address. This announcement is not a commitment by the
Government to pursue or award a contract for this PDM effort. - NAVAIR
