International Development (USAID) proposes to enter into a
non-competitive, multi-year cooperative agreement with the Program for
Appropriate Technology in Health (PATH) of Seattle, Washington to
develop, produce, introduce and market low- cost health and nutrition
technologies that address high priority health conditions (e.g.,
malaria, acute respiratory infection, diarrhea, sexually transmitted
diseases) in developing countries. Technologies to be developed include
diagnostic kits, safe injection devices, and other, simple low-cost
technologies needed to enhance the effectiveness of primary health care
systems in developing countries. This is a follow-on program to
cooperative agreement #DPE-5968-A-00-0025-00. Before making the
proposed award, the Office of Health and Nutrition of USAID's Center
for Population, Health and Nutrition seeks to identify interested
qualified organizations with a full range of in-house expertise and a
well-documented record of experience in the development and
introduction of low-cost, appropriate health technologies in a
developing world setting. Key elements of relevant institutional
capacity are experience in: a) undertaking laboratory research
necessary to develop or adapt potentially appropriate technologies; b)
conducting field trials of technologies in a variety of developing
world settings; c) carrying out assessments of developing country
markets and the local capacity to produce and/or package specific
technologies and market locally produced items; d) negotiating product
licensing and marketing agreement with private companies in the U.S.
and overseas; e) collaborating with key international agencies (e.g.,
WHO and UNICEF) and the official of ministries of health to refine
product specifications, test prototypes, and facilitate the
introduction, distribution and availability of new, low-cost
technologies. Institutions with the requisite qualifications may submit
expressions of interest, and are asked to submit a brief (maximum 3
pages) description of their in-house capabilities and relevant
