The objective of the procurement is to provide management, planning and general technical assistance for the full range of environmental activities for the Environmental Management Enrichment Facilities Programs of Lockheed Martin Energy Systems, Inc. This program must be performed in accordance with applicable state and federal regulations including, the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), the Superfund Amendment and Reauthorization Act, the Federal Facilities Agreement between the DOE, and US EPA. The Paducah plant must comply with an Administrative Consent Order (ACO) and the appropriate Department of Energy orders. Given the changing environment within the Federal Contracting arena and in an attempt to streamline the procurement process, this Request for Proposal (RFP) is being presented in a new and different way. This RFP will be available through the Internet at this URL: http:www.ornl.gov/cems on 7-31-95. Six general order agreements, three of which will be Small Business Set-Asides under SIC 8477, Environmental Remediation Services, and three which will be unrestricted, are expected to be awarded by May 1996. The period of performances for each agreement will include a base year plus four, one year options. The anticipated dollar value of the support to be provided under each basic order agreement is approximately $20,000,000 each for the five year period. DOE ``Q'' and ``L'' cleared personnel may be required for certain aspects of this work. Clearances are not required for initial Award of the agreements. Issuance of this RFP will be accomplished using the Internet; however, for interested parties who cannot obtain electronic access, disk copies will be available upon request to K.C. McKinley. A paper copy of the RfP may be provided upon special request. Request may either be mailed or faxed and should include the requesting firm's name, size, (large or small), address, express mail address, point of contact to include telephone and fax numbers. Firms planning to submit a proposal must complete and return to K.C. McKinley the form, ``RFP Reply Form, Attachment 1,'' no later than August 14, 1995.
