41 -- 41--BUILDING MANAGEMENT AND CONTROL SYSTEM UPGRADE SOL EMV-95-R-0357 POC Mrs. SANDI NIXON, CONTRACT SPECIALIST, 540/542-2303 The Contractor shall provide and install a Building Management and Control System (BMCS) upgrade of the existing Government-owned Honeywell, Inc. Delta 1000 System located at the FEMA Mt. Weather Emergency Assistance Center (MWEAC), State Route 601, Berryville, VA. Contractor shall provide maintenance services on the BMCS, as well as the remaining components of the Delta 1000 System. The fully integrated BMCS upgrade must support a site specific color graphics-oriented operator interface with pull-down menus, dialog boxes, and contain the necessary hardware (communication processor, ports, etc.)/software (operating system, etc.) to allow future incorporation of Direct Digital Control (DDC), energy management, equipment monitoring and control, intelligent/addressable fire alarm, security and access control. The system shall include installation of a new Personal Computer (PC) based central operator station functioning as the primary operator interface for the BMCS. The system shall be capable of interfacing with all existing pneumatic, electric and electronic controls, including dampers, valves, panels, compressed air plant and pneumatic and electrical installation. The upgrade of the existing Delta 1000 BMCS shall be designed, installed and commissioned in a turnkey fully implemented and operational manner, including all data file configurations, point descriptors, site specific dynamic color graphics and operator training. Preventive maintenance tasks shall be computer generated. Remedial maintenance will require a 4 hr response time upon notification by the Gov't to the Contractor that said maintenance is needed. Period of Performance for Upgrade of BMCS will be 150 calendar days from Notice of Award. Contract will consist of a Base Contract and 4 Option Years.
