58 -- NAVSTAR GLOBAL POSITIONING (GPS) JOINT PROGRAM OFFICE (JPO) USER EQUIPMENT (UE) MINIATURIZED AIRBORNE GPS RECEIVER (MAGR) SOL F04701-95-R-0028 POC Technical Contact Point: Capt Michael Mitchell,USAF,(310)363-0521; Contracting Officer: Caroline H. Coleman, (310)363-6360. Our agency is identifying qualified sources interested in producing the Miniaturized Airborne Global Positioning System (GPS) Receiver (MAGR). The NAVSTAR GPS JPO anticipates awarding either a single follow-on build-to-print or a single follow-on Non-Developmental-Item (NDI) production contract for the build, test and delivery of the follow-on MAGR. The incumbent contractor is Rockwell International Corporation, Collins Avionics and Communications Division. The MAGR is a 5-channel high dynamic receiver. It consists of either a Radio Frequency (RF) or Intermediate Frequency (IF) airborne Precise Positioning System (PPS) GPS receiver and a host vehicle mount. In addition, it is compatible with Standard MIL-SPEC fixed reception pattern antenna and controlled reception pattern antenna systems. If an NDI production contract is chosen, the MAGR must be form and fit compatible with the existing MAGR configurations. The MAGR must be functionally backward compatible with existing interfaces and support equipment such that present integration and support capabilities are completely unaffected. The main MAGR digital interface is the MIL-STD 1553 data bus. The estimated date for release of the Draft Request for Proposal (DRFP) is 1 January 1996. Initial delivery of the first lot of production systems is expected not later than 1 April 1998. A Firm Fixed Price (FFP) type contract is contemplated, with delivery of a prototype system for government testing to be part of the source selection process. Those offerors having applicable interest, qualifications, capability, and background must submit clear and convincing documentation that demonstrates their ability to design, manufacture, and test major avionics systems or subsystems, have physical and functional integration experience in integrating and testing major avionics systems or subsystems on high dynamic aircraft, and have engineering capability and experience on major avionics systems or subsystems. Offerors may submit a Statement of Capabilities (SOC) which includes proposed teaming arrangements. The government will not recognize any costs associated with submission of the SOC. A bidder's library will be established for interested offerors to review related GPS JPO User Equipment documents. Qualified offerors must possess a SECRET facility clearance and approved classified material storage container(s) in order to receive and store classified portions of the MAGR specification. The government plans to host a bidder's conference prior to the release of the final RFP. Offerors must indicate whether they are or are not a Small Business concern under Standard Industrial Classification Code 8731. We encourage any small business having the capability to provide such effort to participate. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
