HARRIS,CONTRACTING OFFICER,(210)536-6320. The United States Air Force
at Brooks AFB is seeking to procure eight (8) each Isolation
Transformers. The contract will be issued under the authority of FAR
6.101 for a basic quantity of six (6) units and an option for two (2)
units. This acquisition is 100% set-aside for Small Business. This
acquisition follows results of Sources Sought Synopsis issued Tuesday,
21 Mar 95, PSA-1307, page 24. Minimum performance requirements follow.
The isolation transformers shall be commercial delta or WYE 3-phase
input of 120/208 and 277/480 VAC at 60 HZ and 240/416 VAC at 50 HZ
rated at 120 KW at a 0.85 power factor. WYE configuration 3-phase
output of 120/208 VAC at 50 or 60 HZ. Containing 2 sets of +/- taps
within 5% of the rated secondary output. Transormers shall withstand a
25G shock with no degradation. Shall withstand vertical vibration of
9G and transverse and longitudinal vibration of 4.5G with no
degredation. Transformers must be capable of operating within a
temperature range of -20 degrees F to +120 degree F and shall withstand
continuous operation during exposure to 75% relative humididty at 95
degrees F. Transformers shall operate without degradation when exposed
to rainfall levels of .024 inches/minute with wind levels of 43 knots
and withstand long term exposure to airborne moisture consisting up to
5% salt by weight. Transformers shall withstand exposure to severe sand
and dust levels with wind speeds up to 35 knots. The transformers shall
incorporate sling and tie down provisions. The transformers shall be
forkliftable. The maximum dimensions for isolation transformers are: 5
feet long X 4 feet wide X 6 feet high. Each transformer shall weigh
less than 5,000 pounds. This requirement will be a lowest priced,
technically acceptable procurement. Proposals must include technical
information on currently manufactured isolation transformers
demonstrating capablility of unit to meet performance requirements
outlined above. Only written or faxed requests received directly from
requesters are acceptable. An Ombudsman has been established for this
acquisition. The purpose of the Ombudsman is to receive and communicate
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern. All potential offerors
should use established channels to voice concerns before resorting to
use of the Ombudsman.The Ombudsman will communicate certain offeror's
issues, disagreements and recommendations on this acquisition into
proper channels. The Ombudsman's role is not to diminish the authority
of the Program Director or Contracting Officer, but to advocate an
offeror's concern on a non-attribution basis. The Ombudsman is Mr.
