The Naval Research Laboratory is interested in receiving proposals for the research effort described below. The Solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70 and published in the October 18, 1994 edition of the Federal Register. This is the solicitation, a formal RFP will not be issued. This solicitation consists of this synopsis, any subsequent amendments and a supplemental package which is being released concurrently with publication of this solicitation. Offerors who did not respond to the notice of contract action synopsis published April 19, 1995 should provide, in writing, their complete address information to the Naval Research Laboratory (see address above) in order to receive the supplemental package and any subsequent amendments. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-20 and DFARS 1991 edition updated through DAC 91-6. With the exception of M.2(A) the standard evaluation factors found in Section M of DFARS 235.7006 apply. Section M.2(A) descending order of importance is revised as follows: M.2(A)(2), M.2(A)(4), M.2(A)(1), M.2(A)(3). A cost plus fixed fee term contract is contemplated. To be responsive to this solicitation, submit 4 copies of your technical proposal and 2 copies of your cost proposal to Kay Rison in building 222, room 115 at the address shown above no later than 4:00PM EST, 28 August 1995. The page limitation for technical and cost proposals are specified in DFARS 252.235-7006 (L.24). In addition, offerors are requested to provide a copy of the cost proposal on floppy disk readable by LOTUS 123 release 2.2. The DD1423, Contract Data Requirements List, is included in the supplemental package as Exhibit A.
