Y -- DESIGN COMPETITION FOR FULL A/E DESIGN SERVICES For BROWNS FERRY
NUCLEAR PLANT SUPPORT FACILITIES. TVA intends to purchase the
following goods or services by Competitive Negotiation:
Architectural/Engineering (A/E) Services are required for design for
the two (2) phase Facility Development at Browns Ferry Nuclear Plant,
Decatur, Alabama. The scope of A/E services for Phase I includes
conceptual design for both development Phases I and II and includes
final design and construction administration services for the Phase I
development only. Development Phase I includes a new Main Plant Entry
Road, new Parking Lots and new Administration Building. Development
Phase II consists of adaptation of the existing Gatehouse, a new Plant
Office Building and Maintenance Shop, a new Pedestrian Bridge,
Landscaping and new Storage Yards. All design will be in hard metric
(SI) and completed in ''Autocad'' or translated to ''Autocad.'' The
Estimated Construction Budget for both phases of the project is $30-$45
million. TVA's objective is to establish sources of design excellence
in Stage I and use project team qualifications in Stage II to establish
sources of service excellence. The Stage III design competition will
identify the best overall source of excellence and result in the award
of the commission. Each stage will narrow and pre-qualify those
invited to participate in the next stage. The geographical limitation
for this procurement is the seven state service area of the Tennessee
Valley Authority which includes Tennessee, and portions of Alabama,
Kentucky, Mississippi, Virginia, North Carolina, and Georgia. The Lead
Designer (or the Lead Designer's Firm), and the Lead Firm of the
project team must have principle office(s) within this area and the
performance of all architectural design and design development and
preparation of at least 50% of the architectural contract documents for
this project must occur in these offices. Joint ventures with firms and
consultants outside the geographic area are permissible. STAGE I, Lead
Designer Selections: Successful participants will be selected on the
basis of design excellence through evaluation of submittals using the
following criteria, listed in order of importance: 1. Past Design
Performance: Submit the following for no more than three (3) projects
completed in the past ten (10) years for which you were the Lead
Designer. (A) maximum of three (3) 8'' x 10'' photographs per project.
Photographs should convey as much information about the projects as
possible. One photograph should depict the overall context, massing,
proportions, landscaping and site design. One photograph should be a
closer view indicating the module, rhythm and proporations of the
fenestration and/or cladding. One photograph should be detailed, either
interior or exterior, depicting the human scale elements of the design.
(B) On a maximum of one type written page per project: provide a
description of each project including information concerning the
innovative aspects of the project (energy conservation, sustainable
materials, innovative design or construction techniques, etc.); provide
a list of awards, publications, or peer recognition exemplifying design
excellence (attach photocopies of awards); provide contact information
for references from the client organization and from the general
construction contractor. 2. Philosophy and Design Intent: In the Lead
Designer's works and on a maximum of one (1) typewritten page, state
your: (A) overall design philosophy; (B) approach to resolving design
issues; (C) your professional responsibility as a Lead Designer; (D)
your philosophy on determining the design parameters. 3. Lead Designer
Profile: On one (1) typewritten page,submit your biographical sketch
including education, professional experience (include experience on
projects of similar scope and scale to the Browns Ferry Project);
identify awards and recognition for designs (attach photocopies of
awards and one (1) photograph of each award winning project); describe
your proposed responsibility and commitment ot this project. Following
the evaluation of Stage I submittals, the successful Stage I Offerors
will be notified of their pre-qualification for Stage II participate.
STAGE II, Project Team Selections: Within seven (7) calendar days after
receipt of their pre-qualification notice, successful Lead Designers
will be required to identify, to TVA, an assembled, willing, Project
Team proposed for this project. Project Teams will be composed of the
key individuals committed to this project who are employees in the Lead
Designer's firm, and/or the Lead Firm or in key Consulting Firms. TVA
will contact each Lead Firm of the identified Project Teams to schedule
a meeting in the Lead Firm's offices with the Project Team. Each
Project Team, led by the Lead Firm, will give presentation to TVA
showing their capacity to deliver an excellent, finished design. The
evaluation criteria for the Project Team presentations in order of
importance are: (1) Past project delivery performance; (2) Professional
qualifications of team members; (3) Team organization and management;
(4) Production qualifications submitted on forms 254 and 255; and (5)
Subcontracting plan. In assembling the proposed Project Team, Offerors
are encouraged to provide the maximum practical opportunities to Small
Business Concerns owned and controlled by social and economically
disadvantaged individuals in the Valley Region to participate as Lead
or as subcontractors/consultants and are preferred when possible and
will be considered in evaluations of (5) above. Where Offerors propose
the use of in-house staff to provide special services, Offers shall
demonstrate equivalent qualifications to that of a consultant.
Evaluation of Stage II presentations and submittals will result in the
pre-qualification of at least three (3) Stage III participants. STAGE
III, Design Competition: Stage III participants will be invited to
attend a Stage III, pre-submittal conference and will receive a package
of information including programming, site information, project goals
and competition requirements. The conference, at Browns Ferry Nuclear
Plant, will further discuss project requirements and the remaining
selection processes. Conceptual designs for all phases of site
development and for the Phase I, Administration Office Building will be
submitted anonymously for jury by a team of professionals selected from
related design fields and from TVA. TVA will provide a stipend to each
Stage III participant upon receipt of its responsive submittal. The
Stage III participant providing the selected conceptual design will
also be awarded the commission for the remaining requested A/I
services. There will be a single contract awarded to the Lead Designer
and/or the Lead Firm who will be responsible to TVA for all requested
services and who will subcontract or assign divisions of the work to
others in the successful Project Team. However, the final commission
will require the Lead Designer to perform as a minimum, establishment
of the design philosophy and perform all of the conceptual design for
both site development phases of the project and to prepare at least 50%
of requested architectural design development documents for Phase I.
The final commission will also require the Lead Firm, as a minimum, to
prepare at least 50% of requested architectural construction documents
and perform all requested contract administration service for Phase I.
The services that may be requested and the minimum Project Team
capabilities should include the development of design philosophies,
conceptual design, design development, preparation and delivery of
project presentations in various media, to a variety of audiences and
management levels, preparation of contract documents, cost estimating,
interior design, acoustics, telecommunications, special studies and
reports, site surveys, site and space planning, programming, project
planning and control including cost control and value engineering,
quality control, quality improvement, project management, landscape
design, construction bid review, contractor submittals review,
construction administration, and any other services that are common to
the construction industry. Offerors shall submit in writing via
express mail or fax to David E. McGinnis (fax 615-751-3550) any
questions, no later than 4:00 p.m. local time, August 3, 1995. All
questions and TVA responses shall be returned to offerors no later than
August 10, 1995. To be considered, candidates must deliver two (2)
identical copies of their Stage I submittals by 4:00 p.m. local time,
August 21, 1995, to TENNESSEE VALLEY AUTHORITY, Purchasing, Attention:
