The Bureau of Indian Affairs proposes to enter into a contract with the
State of Alaska to provide engineering design services for a proposed
street paving project under the Indian Reservation Roads Program in the
Alaska Native village of Angoon, Alaska. The required services are to
design a project to place a bituminous concrete surface on existing
road within Angoon city limits. Deliverables include complete plans,
specifications and estimates combined into an integrated package or
work statement adequate to obtain competitive bids and enable
successful completion and administration of the construction project.
Also required is a final environmental assessment for the project or
preparation of a justification for categorical exclusion. Contractor
will be required to complete and submit to the US Army Corps of
Engineers applications including, but not limited to section 10 and
section 404 permits; and to prepare easement descriptions and related
plats sufficient to obtain necessary rights of way. Length of project
approximately 1 mile. The BIA proposes to enter into this contract with
the State of Alaska using other than full and open competition due to
the interrelationship of the BIA project to the State of Alaska's
project in the same vicinity. All responsible sources may submit an
