preparation and QA/QC review of various general to extremely detailed
aspects of risk assessment, safety, industrial hygiene, environmental
chemistry and regulatory portions of documents required by OSHA, DOT,
and EPA during predesign, design, and construction phases of
environmental work. Also, the work will consist of chemical data
validation, environmental analytical chemistry and chemistry related
support on project teams for studies to (a) accomplish preliminary type
assessments of possible hazardous waste sites (b) characterize the
extent of contamination, (c) determine the best clean-up alternative,
(d) determine design criteria, and the preparation of environmental
science related design specifications. The contractor may be required
to provide, to a limited extent, training and seminars. Contractor may
be tasked with writing scopes of work and preparing estimates for
incorporation into the Government Estimate. Services will be primarily
performed at the contractor office, the Corps of Engineers office,
hazardous waste sites, or customer's offices. Risk assessment scope
includes baseline human health and ecological assessments, development
of criteria when EPA and ATSDR guidance is unavailable, and analysis
of risk reduction. Safety and industrial hygiene scope includes plans
required by OSHA standards for hazardous waste sites, process hazard
analysis for highly hazardous chemicals, industrial hygience surveys,
and support for field work. Regulatory scope includes research into
environmental, health and safety, and transportation related statutes
and regulations. Preparation of regulatory portions of specifications
and decision documents. Preparation of hazardous waste profiles and
manifests. Summary analysis and interpretations of regulations, and
support in acquiring state and federal regulations, criteria, and
policy. Required technical disciplines include industrial hygiene,
technical regulatory analysis, health physics, chemistry, and
qualitative/quantitiative hazard analysis engineering/analysis. The
contamination may be radioactive, in which case knowledge of radiation
and radiation analysis may be necessary. BUSINESS SIZE: UNRESTRICTED.
SIC CODE 8711/SIZE STANDARD $2.5 Million. Firm Fixed priced delivery
orders shall be issued under a IDT contract with a cumulative amount of
NOT TO EXCEED $900,000. ($300,000 in base year plus two option years).
