This publication serves as notice of intent to procure, on a sole-source basis, with the State of California Department of Fish and Game, one-year enforcement of fisheries laws having to do with the bottomfish fishery of coastal California. California Department of Fish and Game is the state agency legally responsible for managing these fisheries and they are the only entity capable of implementing and regulating such a program that can: 1) monitor landings at ports in the State of California, 2) conduct site visits to determine landing activity, and 3) conduct at-sea patrols in both aircraft and watercraft to ensure fishers are abiding by gear restrictions, area restrictions and seasonal closures.
