Provide the necessary resources to analyze the requirements of the 45 SW as they relate to the Launch Base Support (LBS) and an option for the Range Technical Services (RTS) statements of work, which are major O&M Service Contracts. Other options include preparation of Quality Assurance Surveillance Plans and Cost estimates. The current work statements are broadly written for cost-type contracts, which average $100M+ each per year. Current legislative direction towards performance based work statements plus the desire to shift to fixed price contracts require that the work statements be rewritten to comply with this direction. The contractor's tasks include reviewing, analyzing, and rewriting the work statements in accordance with the statutory and regulatory guidance. A fixed-price contract is contemplated for this effort with a ten month performance period for preparation of each work statement. Contractor's who previously responded to the Sources Sought Synopsis do not need to respond. This is a Small Business Set-Aside. Conflict of Interest rules will prohibit participation in LBS and RTS contracts if your company is selected for this effort.
