The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with SPSS, Inc. to acquire 299 software maintenance and technical support licenses for a period of one year with a one year option period to support individual computer workstation operators located throughout the United States. The workstation operators are engaged in complex research and analysis using large databases and computerized interfaces that include the use of the statistical software package SPSS for Windows/NT. Access will be provided to experts who are knowledgeable as to the functionality of SPSS for Windows/NT, which is a proprietary statistical analysis and data mining software package that uses the Microsoft Windows/NT operating system. An unlimited toll-free service that offers advice on improving data analysis techniques, navigating the software, and running statistical procedures will be provided as part of the technical ''hot-line''. Unlimited software upgrades will be provided to each of the workstation operators as new versions of the software are released during the period of maintenance. A newsletter will be provided for each of the users and shall contain valuable suggestions on ways to use the statistical software package. Access to an electronic bulletin board system that allows users to interface with other users as well as technical experts capable of providing sound advice on the use of SPSS for Windows/NT will also be provided.
