70 -- RTIE DEVELOPMENT MODULE AND RTDAQ RUN TIME MODULE SOL RFQ5-38977/994 POC Bill Bradley, Contracting Officer, 301-286-9474. The NASA/Goddard Space Flight Center (GSFC) plans to issue a Request For Quotation (RFQ) RFQ5-38977/994 on a sole osurce basis to Talarian Corporation. The acquisition will include RTIE Development Module (inference engine process) (3/ea.) and RTDAQ Run Time Module (data acquisition process) (9/ea.). This acquisition is in support of the Hubble Space Telescope (HST), Code 440, Vision 2000 Control Center Re-engineering Effort. This branch requires a software development tool kit that provides vision 2000 development teams with the capability of building software applications for time-critical analysis of HST spacecraft data. This acquisition is being done pursuant to 10 U.S.C. 2304 (c)(1), only one responsible source. Specifically they require tools which provide the capability of filtering and grouping very large amounts of HST spacecraft parameter data in real time. This software shall support open architecture with over 400 callable routines in the API (Application Programming Interface) which allows other applications and processes to be connected. It must also have flexibility for building rule-based decision real-time tasks with a graphical interface. All responsible sources may respond by submitting a written narrative statement of their capability, including detailed technical information and other technical literature, demonstrating their ability to meet the above requirement, within 15 days of the publication of this notice to the above address.
