synthesize existing information related to the social and economic
impacts caused by the interaction of hatchery products and naturally
spawning anadromous fish in the Columbia River basin. These services
shall be provided in support of a Draft Programmatic Environmental
Impact Statement (DPEIS), and must be conducted and formatted in such
a way as to comply with the National Environmental Policy Act (NEPA) of
1969, the Council on Environmental Quality (CEQ) Regulations for
Implementing the Procedural Provisions of NEPA, and the National
Oceanic and Atmospheric Administration (NOAA) Administrative Order
216-6, Environment Review Procedures. The Contractor shall review and
provide comments on related sections of the DPEIS, and provide
technical expertise to respond to comments received during the public
review process. The Government intends to negotiate a sole-source,
fixed-price contract to the Columbia Basin Fish and Wildlife foundation
for these services. Concerns who believe that they are capable and
qualified to perform these services should send their qualifications to
the above address not later than August 25, 1995. All qualifications
statements receive will be evaluation. This may be the only public
