LATU and Arrozur, S.A. (the ''project sponsors'') invite submission of Prequalifications Statements from interested U.S. firms which are qualified on the basis of experience and capability to provide technical assistance to develop and implement the rice hull fueled power plant project (''the project''). Based upon the Prequalifications Statements, the Project Sponsors will develop a short list of qualified firms which will be invited in writing to submit formal Technical Proposals to carry out the study. LATU, a quasi-governmental entity charged with oversight of quality assurance and industrial research and Arrozur, S.A., an association of Uruguay's largest milling companies, are the project sponsors. The project would collect the rice hull waste generated by the processing of raw rice into finished rice and burn the waste to create electric energy. The processing takes place at a number of mills owned by the five Uruguayan rice milling companies which participate in the Arrozur organization. The technical assistance to LATU and Arrozur will consist of the preparation of a power purchase agreement, solicitation preparation and bid evaluation, and financing of their biomass fired cogeneration facility, approximately 7 MW. Specific tasks will include the following: 1. Contract preparations for power purchase agreement with independent power producer and electrical and thermal contracts for participating members of Arrozur Association. 2. Ash market survey 3. Solicitation preparation 4. Provide assistance with bid tabulation, negotiation, and award of concession 5. Preparation of financial memorandum. A detailed Request for Proposals (RFP), which includes requirements for submission of the Prequalification Statements and the Technical Proposal, the Terms of Reference, and a background definitional mission report are available from the U.S. Trade and Development Agency (''USTDA''), Room 309, SA-16, Washington, DC 20523-1621. Requests for the RFP should be faxed to the IRC, USTDA, (fax: (703): 875-4009). Please include: your name, company name, address, and telephone number. If you would like the RFP sent to you via courier delivery service, include the name of the courier company and your firm's account number. No telephone requests will be honored. The selected U.S. firm will be paid in U.S. dollars from a $125,625 grant to LATU and Arrozur by USTDA. Only U.S. firms and individuals may bid on this USTDA-financed activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. Details of the USTDA nationality requirements are included in the RFP, as well as TDA mandatory contract clauses. Interested U.S. firms should submit three copies of their Prequalifications Statement in English and and three copies in Spanish directly to Ral Boccone, Director of Technology, LATU at the above address in Montevideo by August 28, 1995. Evaluation criteria for the Prequalifications Statements and the Technical Proposals are included in the RFP mentioned above. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. LATU and Arrozur, S.A. reserve the right to reject any and/or all Proposals. LATU and Arrozur, S.A. also reserve the right to contract with the selected firm for subsequent work related to the project. LATU and Arrozur or USTDA are not bound to pay for any costs associated with the preparation and submission of Proposals.
