Billings, Montana, 406/247-7810. The principle components of the work
include the following: Construction of a cut-off wall on the upstream
side of Twin Buttes dam by continuous slurry trench excavation with
cement-bentonite as backfill or by panalized slurry trench construction
with a soil-cement-bentonite mixture utilized as backfill. The cut-off
wall will be 4 miles long and vary in depth from 70 to 115 ft.
Connections to the dam abutments will be made by slurry trench
excavation using plastic concrete as backfill. Related work includes
construction and removal of cofferdams, control of water, installing
geomembrane from the cut-off wall to the dam, placement and compaction
of zone 1 material over the geomembrane, connecting the cut-off wall
to the dam abutments, removal and replacement of riprap, temporary
relocation and reinstallation of utilities and roadways, furnishing and
installing embankment measurement points and vibrating wire
piezometers. The estimated price of the work is over $10,000,000. Twin
Buttes dam is located about 9 miles southwest of the City of San
Angelo, Texas, on the Middle and South Concho Rivers. It is considered
to be a high risk structure due to continuing seepage through the
foundation, and operating levels have been restricted to elevation
1930. The dam, major facility of the San Angelo Project, provides a
municipal and industrial (M&I) water supply for the City, irrigation
for about 10,000 acres east of the City, flood control, and water for
fish, wildlife, and recreation. The City operates and maintains the
facility. This is a negotiated, competitive, firm-fixed price
requirement. The Government will issue a Request for Proposals (RFP),
and offerors will be required to submit technical and cost proposals in
response to the RFP. A Technical Proposal Evaluation Committee will
evaluate the technical proposals according to the following criteria:
(1) Experience; (2) Technical plan for construction; (3) Construction
management/scheduling; and (4) Safety. Solicitation packages will be
available approximately August 20, 1995. Receipt of proposals is
tentatively scheduled for 4:00 p.m., October 5, 1995, at the Bureau of
Reclamation, Great Plains Regional Office, 316 North 26th Street,
Billings, Montana. The solicitation package will be provided upon
receipt of a nonrefundable check or money order in the amount of
$100.00 for each set. After issuance, the solicitation may be viewed,
without charge, at the office of the Bureau of Reclamation, at the

responding to this synopsis shall submit information relating to
