Harding 315/764-3244 Furnish all plant, labor, equipment and materials and perform all work for placing approximately 5,100 square yards (4,264 square metes) of non-woven polyester engineering fabric on existing paved roadways, for shimming and placing an asphalt concrete overlay on approximately 33,150 square yards (27,718 square meters) of existing asphalt pavement and for removing and replacing approximately 1,385 yards (1,158 square meters) of existing deteriorated asphalt pavement at Corporation roadways at Eisenhower and Snell Locks, and the Marine Base/Mainatenance Facility, near Massena, New York. The work also includes regrading shoulders and adjacent lawn areas. The work shall commence in May 1996 and be completed prior to July 31, 1996. Cost Range is between $100,000 and $250,000. Bid opening date approximately September 18, 1995. $30 nonrefundable fee per set for plans, specs., and drawings. Written requests for Invitation for Bids package must be received no later than 15 days after CBD publication. No telephone requests. This will be a Firm-Fixed Price Contract. This solicitation shall be issued in accordance with the ``Small Business Competitiveness Demonstration Program''. All responsible sources may submit an offer which shall be considered by the Saint Lawrence Seaway Development Corporation. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
