Weapon (SFW) Program Office plans to award a contract for engineering
and manufacturing development (EMD) of a Preplanned Product Improvement
(P3I) program for the BLU-108 portion of the SFW to enhance weapon
system performance. EMD is expected to begin November 1995. The EMD
program will design, develop, test, and qualify an improved BLU-108
submunition and include delivery of production representative hardware
prior to conclusion of the contract for verification testing by the
government. This development is considered an improvement of an
on-going program conducted by Textron Defense Systems and is expected
to last 36 months. Textron Defense Systems is the only manufacturer of
the BLU-108. The P3I version of the BLU-108 is an update of the
current BLU-108 and must be compatible with all current and planned
BLU-108 weapons. A reprocurement package of the current BLU-108 has not
been accepted by the government and is not available. This synopsis is
for planning purposes only and shall not be considered an IFB or an
RFP and is not to be considered as a commitment by the government. All
responsible sources shall be screened on the following qualifications:
knowledge and production capability of the BLU-108 and Sensor Fuzed
Weapon, knowledge of the BLU-108 and SFW interfaces, knowledge of the
BLU-108 and SFW operations and capabilities, and the ability to meet
the development schedule. After all statements of capability have been
screened, a subsequent solicitation resulting from this announcement
will be issued to those prospective sources which, in the sole judgment
of the purchasing activity, have a potential to successfully fulfill
this requirement. The request for proposal is anticipated to be
released within 90 days. Firms wishing to be considered for this effort
should submit their qualifications to the contracting officer, ASC/YHK,
Attn: Mr. Mack Kirkland, 102 West D Avenue, Suite 168, Eglin AFB FL
32542-6807. The firm must specifically address all requirements of this
synopsis, and should include a statement whether or not the firm is
large, small, or small disadvantaged business concern as defined in FAR
52.219-7000. Responses to this notice must be received no later than 15
calendar days after publication in the Commerce Business Daily. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
