87117-5772 A -- REQUEST FOR INFORMATION (RFI) ON MODERATE-TO-LOW BACKGROUND
PASSIVE INFRARED SENSOR CONCEPTS SOL NA POC MR TOM ROBERTS, PL/VTRP,
(505)846-8180. This is a REQUEST FOR INFORMATION by Phillips
Laboratory. Submittals which include restrictive or corporate
proprietary information should note clearly the conditions of release
or return, retention, and reproduction. Respondents should be aware
that proprietary and restricted information exchanged will be protected
and will not be divulged unless it is mandated by existing laws. The
government will not be liable for any release of proprietary
information. However, proprietary information will be handled in
accordance with the applicable government regulations. Interested
companies are requested to provide information voluntarily at no cost
or obligation. This RFI shall not be construed as a request for
proposal or as an obligation on the part of the government for any
follow-on acquisition. The government does not intend to award any
contract on the basis of this RFI or otherwise pay for the information
solicited, except as provided in Subsection 32.205-18, Bid and
Proposal (B&P) Costs, of the Federal Acquisition Regulation (see FAR
52.215-3). No entitlement to payment of direct costs or charges
including postage and shipping will arise as a result of the submission
of respondents' information and the use of such. Other than the
information provided in this RFI, there is no additional written
documentation available to supplement the information contained herein.
The Phillips Laboratory is developing concepts for a surveillance and
tracking sensor. One concept under consideration incorporates a
moderate-to-low background passive infrared sensor operating in MWIR
and LWIR wavebands, and a ladar subsystem for range and additional
discriminant collection. Phillips Laboratory is interested in
information from the sensor community regarding systems in which
passive sensors have share apertures with ladar transmission apertures.
Of particular interest is information on systems that have been
designed and built, optical design considerations, baffling
considerations, laser power limitations, and lessons learned. Please
include relevant information including government contract numbers,
DTIC publication numbers, government points of contact, and publication
references. One (1) copy of the response is to be submitted within 14
days from the date of CBD publication and will be handled by USAF
