Federal Railroad Administration (FRA) intends to negotiate on a sole
source basis with Hickling Lewis Brod, Inc., to develop a personal
computer model to calculate financial and economic rates of return for
rail infrastructure investments. This model will serve as a template
to perform benefit-cost and financial analysis and generate rates of
return to assist with project evaluation. The model will be
Windows-based, developed with input from rail constituents, be
compatible with models used by other modes of the Department of
Transportation, and will allow for modification of variables. The FRA
will contract for program software, documentation, user manuals,
training and associated case studies to be delivered within 4 months of
contract award. Hickling Lewis Brod (HLB) is the only source with sole
possession of an integral component of the project, the Risk Analysis
Process Model. This model is considered proprietary to HLB. The
applicable authority for the announced intention is 41 U.S.C. 253(c)(1)
as implemented by FAR 6.302-1, ''Only One Responsible Source.'' This is
not a competitive procurement and no solicitation is available. See
