U. S. Army Center for Public Works (CECPW) has a requirement for a
firm-fixed price Indefinite Quantity, Indefinite Delivery Type Contract
for Boiler Inspection and Boiler Evaluation services to be performed at
approximately 120 U. S. Army installation in the fifty Unites States
and Panama. There will be a base plus four option years. Simultaneous
boiler inspections, unfired pressure vessel inspections, and boiler
evaluations at any nmuber of installations may be required. The actual
number, type and location of boilers and unfired pressure vessel to be
inspected, and the number of boiler evaluations, may vary from year to
year. Boiler inspection services are required on an estimated 1,200
boilers. Boilers are either steam boilers (above 15 pounds per square
inch, gauge (psig) or high temperature water (HTW) boilers (in excess
of 250 degrees F). Boiler inspections shall be performed in conformance
with the Rules for Inspections, Section VII, Care of Power Boilers, of
the American Society of Mechanical Engineers (ASME) Boiler and
Pressure Vessel Code. Inspections shall be performed by individuals
meeting the fully qualified requirements of ''authorized Inspector'' as
define by C6.100 Section VII, Recommeded Rules for Care of Power
Boilers of the ASME Boiler and Pressure Vessel Code. Generally, each
steam boiler will be inspected semiannually. The primary inspection
will be both internal and external, and may include performing a
hydrostatic test. The second inspection, and external inspection under
steam pressure, is made during a second visit. HTW boilers will be
externally inspected annually while under operation. Internal
inpsections of HTW boilers (including associated expansion drum/tank)
may be extended to every three (3) years. ASME stamped unfired pressure
vessels shall be inspected internally and externally on an as requested
basis. Some of these inspections may include the requirement for
ultrasonic thickness tests of the pressure vessel shell. these
inspections are limited to unfired pressure vessels operating within
boiler plant, including air receive tanks and deareating heaters.
Boiler Evaluation services are required on steam and HTW boilers.
Contractor shall provide specialists in vibration analysis, corrosion
chemistry, metallurgy, and other disciplines as my be required on an as
need basis, to determine the cause of equipment failures, Evaluations
may include entire boilers, components including but not limited to
boiler tubes and drums. Evaluations may also include boiler systems
including but not limited to gas fuel oil, and solid fuel feed systems,
and induced and forces draft fans and duct systems. This invitation for
bid is unrestricted and all reponsible sources may submit an offer.
