procurement is Set-Aside 100 percent for Small Business participation,
the SIC code is 7379 and the size standard is 18 million dollars. The
primary purpose of this contract is to provide continued information
systems, support services to the Office on AIDS, National Institute of
Mental Health/National Institute of Health (NIMH/NIH) on a day-to-day
basis to complete ongoing office requirements and to develop, operate,
and maintain new data systems which will be integrated into current
NIMH/NIH systems. This contract will allow the office on AIDS to
maintain a complicated coding system for the AIDS grant portfolio in
order to respond accurately and efficiently to public inquiries,
prepare congressional budget junstifications, and preparation of
reports. In addition, this contract shall provide that the contractor
perform a specified range of effort for various tasks needed by the
NIMH during the next five years. The Office on AIDS routinely receives
requests on an average of 2 per day for information from the Office of
AIDS Research, NIH, often from 2-3 different individuals from the
Office of AIDS Research with 2-3 different deadlines. The requests are
broad in scope and complexity, ranging from numbers of grants in the
portfolio to very complex budget spreadsheets and narrative for budget
justification. All grants within the office are coded with 3-4 AIDS
coding groups (codes are unique to OA). The contractor must have the
capability to retrieve data on these projects by any of the coding
mechanisms or grant/contract mechanisms and sorted a variety of ways to
repond to inquiries and requests. There are ongoing quarterly reports,
detailing each grant, coded by various mechanisms and the dollars
associated with each mechanism. A sixty month cost reimbursement type
contract is anticipated. RFP #NIMH-95-OD-0008 is scheduled for issuance
on or about 15 days after publication of this notice and will close
approximately 30 calendar days thereafter. All requests must be made in
