services for painting operation at Tobyhanna Army Depot -- basic
contract period of one year with four (4) one-year option periods --
service includes providing equipment for cleaning paint spray-guns,
providing lacquer thinner to be used in the equipment, maintaining the
availability of operating equipment, and recycling the contaminated
paint thinner for reuse -- presently this service is being performed by
Safety Kleen Corporation, 1000 North Randall Road, Elgin, IL under
DAAC71-94-P-2749, contract completion date is 01 October 95, price for
year's service at $24,882.00; sources are cautioned that this price
history is intended only to represent the magnitude of this
requirement; sources must follow sound business practice in formulation
offers in response to the resulting solicitation -- equipment: in order
to minimize fumes and exposure of personnel to solvent, the equipment
to be provided must be specific to cleaning paint spray-guns, not
general parts cleaners; the cleaners are to be pneumatically operated
and mechanically vented; each cleaner shall have a reservoir of
approximately five gallons (5 gal); there are nine separate cleaning
machines to be provided since there are nine locations at which
painting is done -- solvent: Government personnel neither hook-up nor
remove any solvents from the equipment; lacquer thinner shall be
provided for each cleaner; the contractor shall pick up the lacquer
thinner when it has become inefficient due to contamination, and
install clean/recycled solvent; contaminated solvent shall be recycled
in accordance with all Local, State, and Federal Laws, Rules, and
Regulations; prior to removal of the solvent from the premises, the
Contractor must prepare an EPA manifest for each container and each
manifest must be approved by the Tobyhanna Army Depot Environmental
Office; the contractor is responsible for maintaining the availability
of the equipment during all shifts; any equipment failure must be
remedied within twenty-four hours (24 hrs) -- the schedule per
individual cleaner (using approximately five gallon (5 gal) reservoirs
for removing/replacing the solvent is as follows: four (4) cleaners
every two weeks (2 wks); three (3) cleaners every week; and two (2)
cleaners every four (4) weeks -- RFP number is DAAC71-95-R-0016 --
approximate issue/close dates are 11 Aug 95/11 Sep 95 -- all
responsible sources may submit a proposal which will be considered by
this agency -- although this action is not set-aside, it is requested
that firms requesting the solicitation provide their business size; SIC
