Specialist. Furnish all labor, material and equipment necessary to
permanently close three (3) underground storage tanks located near
Buildings 12, 111 and 400 all located at the U.S. Coast Guard Support
Center New York on Governors Island, New York. The work includes, but
is not limited to, the following - demolish, excavate and remove pipe
trenches, vent pipes and fuel oil lines clean tanks and fill with sand;
demolish and remove concrete runway; remove and dispose of sludge and
contaminated soil; restore site with placement of concrete sidewalk and
sod. This solicitation is issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to large and small
business participation. This procurement is estimated between $25,000
and $100,000. Plans and specifications will be available upon request

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization
(OSDBU),has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
