Grumman Aerospace Corporation, South Oyster Bay Road, Bethpage, NY
11714, for the physical integration of the Cooperative Engagement
Capability (CEC) into the E-2C aircraft. In addition to the physical
integration, flying qualities and performance (FQ&P) testing will be
performed. The Government does not own the Level III drawings for each
resident subsystem within the aircraft in order to allow for full and
open competition for this procurement. As the designer and sole
manufacturer of the E-2C aircraft, Grumman Aerospace is the only firm
with the tooling, requisite skills, knowledge of each resident
subsystem, and documentation capable of completing the work within the
