58 -- PRODUCTION OF COMMON SHIPBOARD DATA TERMINAL SET (CSDTS) SOL N00039-95-R-0099(Q) POC B. Van Houten, 0221, (703)602-0831. Synopsis No. 52. The Program Executive Officer (PEO) for Space, Communications and Sensors (SCS) has determined from the responses received to the Sources Sought CBD Notice, Synopsis No. 40, issued on 14 June 1995, that the Common Shipboard Data Terminal Set (CSDTS) Production Program shall be a competitive set-aside procurement for Small Business. The anticipated CSDTS production quantity will be approximately 200 - 300 system card sets, over a period of five years. As a part of this procurement, the government plans to procure related logistics support (which may include such items as technical manuals, field engineering services, depot services and training classes). The CSDTS performance requirements will include: (1) MIL- STD-188-203-1A operations for Tactical Digital Information Links (TADIL-A), (2) Single Tone capabilities, (3) Multi-Frequency Link (MFL) operations of four frequencies, (4) digital capabilities for satellite or wireline operations, (5) Dual net controller capabilities, and (6) embedded link quality analysis functions, as well as other customary tactical data link functions. The Standard Industrial Classification (SIC) Code for this program is 3663. It is anticipated that the Request for Proposal (RFP) will be released in mid to late August 1995. In accordance with recent acquisition reform policies, the RFP will be officially released when the necessary RFP files are placed on the SPAWAR Bulletin Board System (BBS), by RFP number N00039-95-R-0099(Q). Interested offerors should access the SPAWAR BBS by calling (703) 602-9494 and become familiar with uploading and downloading procedures for solicitations. The SPAWAR BBS will be used to provide updates, changes, or additional information on this procurement and bidders should frequently check the BBS for this important information. The SPAWAR BBS operates at 14,400 BAUD with a setting of 8:N:1. The RFP will be in WordPerfect 5.2 and 6.0, and Dbase 4. The file will be compressed by a shareware program, PKZIP 2.04G. The RFP file name will be 95R0099.ZIP. To download this RFP, the prospective offeror will need at a minimum, PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps - 14.4K bps and a minimum of 1.5 MEG free disk space. Prospective offerors are required to supply the name and address of their company, the Point of Contact's name and phone number on the on-line questionnaire in order to be placed on the bidder's list.
