66 -- HYDRAULIC CYLINDERS SOL 8-P-5-16-10354 POC Contact Glynda H. Meeks, GP24M/Contract Specialist, 205-544-0422, or Jane Maples, GP24L/Contracting Officer This notice constitutes a Request for Quotation (RFQ) for Hydraulic Cylinders -- Qty 2 ea -- The cylinders shall meet the following specifications: Bore 16.000 ins. -- Rod diameter 8.000 ins -- Stroke 18.0 ins. -- Pressure rating: 5000 psig. tension, 5000 psig. compression -- Cylinder shall have a clevis mount on the cap end - The clevis pin shall be 6 inches in diameter (NFPAMP1) -- Cylinder rod and bore shall be hard chrome plated for wear and corrosion resistance - Chrome thickness shall not be less than .001 ins. after final honing and polishing -- The rod end shall have 8.0 inches of 6-8 male thread -- Flats or spanner holes shall be provided near the base of the threads of the threaded rod end to facilitate installation and removal of adapters on the end of the cylinder rod -- Rod seal, rod wiper and rod bushing shall be retained by a bolted flange on the cylinder head so removal of these parts does not require removal of the cylinder head -- Teflon rod and U-cup piston seals shall be used. Seals shall be mechanically locked to prevent rolling or blowout -- The piston shall have a bronze filled Teflon or non-metallic wear band to prevent cylinder scoring and reduce wear -- The rod bushing shall be of nodular iron or bronze -- The cylinder shall be provided with SAE-12 ports -- Cushions are not required -- The manufacturer's name, city, and state; date of manufacturer; pressure rating; bore; stroke; and rod diameter shall be stamped into metal plates mechanically attached to the cylinder or shall be stamped directly into the cylinder in at least 2 locations. Lettering shall be not less than 3/16 in. tall -- Safety Factors: Must meet ASME Boiler and Pressure Vessel Code (i.e. must have a 4:1 ultimate factor of safety at rated pressure). The cylinder is to be used in high load tests and shock loads are anticipated. The cylinder shall be designed accordingly -- The cylinder rod end and the cylinder mounting shall be designed for a minimum ultimate safety factor of 3 and a minimum yield safety factor of 2 -- The cylinder manufacturer shall provide a written certificate of performance on the cylinder prior to shipment. The proof pressure test shall be to 1.5 times the cylinder's pressure rating. The cylinder shall not leak more than .05 fluid ounce per minute per inch of bore diameter internally during the test. Additionally, the cylinder shall not be damaged during the test nor shall it leak externally -- Within 30 days after delivery, MSFC will perform acceptance tests on the cylinder. Internal leakage shall not exceed .05 fluid ounce per minute per inch of bore diameter at any pressure less than or equal to the rated pressure. There shall be no external leakage or cylinder damage -- F.O.B. Destination -- This notice serves as the only solicitation; quotes are being requested and a written solicitation will not be issued -- This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled ''Buy American Act -- Supplies,'' the quoter shall so state and shall list the country of origin -- The quoter shall state in their quote their size status for this procurement as well as whether they are minority or woman-owned -- The SIC code and the size standard for this procurement are 3593 and 500, respectively -- The quoter shall identify place of performance in their quote -- Questions regarding this acquisition must be submitted in writing within 5 days after publication of this notice -- Transmission by facsimile to 205-544-9080 or by Internet e-mail to glynda.meeks@msfc.nasa.gov is acceptable -- Quotations are due 15 days after publication of this notice in the Commerce Business Daily (CBD) to the address specified above to the attention of Glynda H. Meeks/GP24M -- Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable quoter -- Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement -- The period of time expected for the Contracting Officer to solicit/evaluate vendor quotes and issue the purchase order will be approximately 45 days from publication of this notice in the CBD -- This procurement is a total small business set-aside.
