The Coastal Systems Station intends to issue a solicitation to the Xybion Corporation for the completion of design, development, fabrication, and testing of a fieldable prototype of a Clandestine Diver Laser Range Gate Imaging System for use in detection of mines and obstacles in the surf zone. This is a sole source follow-on effort per FAR 6.302-1(a)(2)(ii) to Coastal Systems Station contract N61331-93-C-0057, issued as a result of the Remote Minehunting Technology Broad Agency Announcement. In completing the first phase of the program, Xybion developed a clandestine laser capable of illuminating at several wavelengths at the edges of the wavelength region visible to the human eye. Xybion also developed the technology for an ultra-short gate width receiver capable of operations in the near ultraviolet wavelength range, along with the design of a fieldable prototype clandestine imager. This solicitation calls for completion of the program by development of a fieldable prototype wherein the critical illumitator and receiver devices shall be integrated and incorporated into an underwater housing, along with requisite control and display devices, to form an imager operable in the field for detection by a diver of underwater objects of interest in the surf zone. The contractor shall perform system integration and shall perform and participate in all test necessary to verify performance of the imager. The Clandestine Laser Range Gate Imaging System shall be a deliverable to the Government, along with operations and maintenance manuals and detailed technical reports describing the work performed. Dates of performance for the contract are from award through March 1997. Note 22 applies. (0209)
