The Office of Naval Research has a requirement for surveys and studies in the field of scientific research and development applicable to the operation and function of the Navy. Sole source negotiations of a contract will be conducted with the National Academy of Sciences, National Research Council, 2101 Constitution Avenue, NW, Washington, DC 20418. In 1973, at the request of the chief of Naval Operations, the National Academy's Naval Studies Board was established to fulfill the above described requirement. Due to the breadth and depth of its scientific and technical expertise, the Academy was selected as the most logical source of outside, independent counsel to the Navy. This is a twelve month effort.
