The proposed procurement is to fully integrate and flight test the Allison 250-AD-C30R/3 engine, modified with a Full Authority Digital Electronic Control (FADEC), in the OH-58D Kiowa Warrior helicopter. The Government anticipates a sole source award to Bell Helicopter Textron, Inc., under the authority of 10.U.S.C. 2304(c)(1) based on the determination that the manufacturer of the OH-58D aircraft is the only source with the test data and design experience to accomplish this effort.
