C -- BOUNDARY SURVEY FOR GUAM LAND USE PLAN Solicitation No. F64133-95-R0020. A-E/Survey services are sought for completion of the project entitled `Boundary Survey for Guam Land Use Plan.' Project description includes preparation of documentation to support the conveyance of select parcels of Anderson AFB property to the Government of Guam. Professional survey services shall include boundary documentations, monumentation, and mapping of proprty lines for Air Force parcels described in Bill H.R. 2144, dated 18 May 93. Standards of practice for surveys shall conform to the Manual of 1966, prepared in accordance with Executive Order 66-15, Government of Guam. Firms are advised that registration/licensing with the Governement of Guam is required to practice surveying on the island. All maps prepared as a result of this project are subject to Government of Guam standards. Performance period for this project will be between 60 and 210 calendar days, depending on the number of parcels selected for surveying. Selection of a firm to provide the required sevices will be based on the firm's qualifications in accordance with the following criteria, listed in order of importance: (1) Specialized experience and technical competence in the area of land surveying; (2) capacity to accomplish work in the required time; (3) past performance on contracts for DOD in terms of quality of work, and compliance with performance schedules; (4) Volume of work previously awarded to the firm by DOD with the objective of effecting an equitable distribution of DOD A-E/survey contracts amoung qualified A-E/surveying firms; and (5) Geographical location (note the registration/licensing requirement above). In order to be evaluated, firms must submit a list of total dollars awarded to the firm by the DOD during the past year. A-E/Survey firms which hmeet the requirements described in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255 to Jon Machacek, 36 CONS/LGCU, Unit 14040, APO AP 96543-4040. Firms responding by the close of business on 1 September 95 will be considered. No other general notificaton to firms under consideration will be made and no further action is required. This is not a Request for Proposal. The proposed acquisition listed herein will be pursuant to the Small Buisiness Competitiveness Demonstration Program and is unrestricted.
