Radar Systems. This notice is issued for the purpose of gathering
information on systems/technologies that could be used to
replace/upgrade the AN/TPN-19 and the AN/MPN-14K Landing Control
Central systems. The AN/TPN-19 and the AN/MPN-14K function as tactical
radar approach control/ground controlled approach (RAPCON/GCA) radars.
These systems currently provide terminal control capabilities through
an airport surveillance radar (ASR), identification by a secondary
surveillance radar (SSR), and precision landing capability through the
use of precision approach radar (PAR). Contractors presenting
information on specific subsystems should also address their approach
to interfacing with the other subsystems. NDI and/or COTS equipment and
software should be utilized to the greatest extent practicable. Any
suggested replacement/upgrade should meet the following requirements:
(1) Employ a digital ASR; (2) Possess an Identification Friend or Foe
(IFF) function; (3) Be transportable by all of the following: C-130,
C-141, C-5, and C-17 aircraft; (4) Be capable of interfacing with the
future National Airspace System. In addition, the Government would find
the following features desirable: (1) An ATCRBS upgradeable to provide
Mode-S capability; (2) Reduced transport and deployment times; (3)
Reduced staffing levels; (4) Modular configuration. The Government is
also interested in receiving contractor's rough order of magnitude
(ROM) costs, including associated logistics (contractor support and/or
organic Government depot) until the year 2020. Contractors interested
in providing their concepts should forward any appropriate information
to ESC/TG, Hanscom AFB, 01731-5000, ATTN: Ms. Barbara Lawrence
(ESC/TGK), 617-377-6419. Responses should be received no later than 30
days after the date of this publication. The Government does not
intend to award a contract on the basis of this notice or to otherwise
pay for the information solicited except as provided in subsection
31.205-18, Bid and Proposal (B&P) costs of the Federal Acquisition
