221-3986 (John Stobbe). The intent of the Government is to negotiate on
a sole-source basis with Staefa Control System Inc., 1205 S. Platte
River Drive, Suite 200, Denver, CO unless this notice reveals
additional contractors or vendors capable of satisfying the
requirements. The Contractor is to provide all labor and materials to
add additional points in separate buildings, to the existing basewide
Energy Monitoring and Control System (EMCS). The work consists of: (1)
Installation of field interface devices (FID). The panels must be
compliant with and operational through the existing Staefa Integral
System Three, (2) Work in the Master Control Room will include the
installation of new data points in the existing software, (3)
Connection of the FID's to the existing central computer through new or
existing data communication network, (4) Connection of all devices in
the data environment to the new FID's. Vendor equipment and software
must be compliant with and operational through the existing Staefa
system. The existing system central processing unit is a Staefa
Integral System Three central processing unit operating in Santa Cruz
Operating (SCO) UNIX environment. The Integral System Three interfaces
for control, monitoring and EMCS functions to individual buildings
through Staefa Integral system Two-Staefa Net controllers and/or
Datamux ''C'' and ''D'' field multiplexers. Communication within the
system is by means of a copyright protected technical standardized
network protocol. Information must be furnished to confirm that the
vendor equipment has been successfully connected to and operated with
the aforementioned Staefa equipment and system configuration. A
parallel system is not acceptable. Contractors who wish to install
Staefa equipment must show proof of licensing or certification by
Staefa to install Staefa equipment and software. The Government will
use the information obtained from this notice to evaluate the
capabilities of the marketplace. Interested vendors/contractors must
submit clear and convincing documentation which clearly demonstrates
their capability to meet the Governments requirement within 30 days
after publication of this notice. A determination by the Government to
have the competitive procurement based upon responses to this notice
is solely within the discretion of the Government. The Government
reserves the right to procure all, part or none of the EMCS equipment
