Department of Agriculture, intends to negotiate a sole source contract
with Perstorp Analytical for the acquisition of a Near Infrared (NIR)
6500 Spectrometer System. This system has the following components and
characteristics: Wavelength range 400-2500 nm; Stray light (0.1%;
wavelength accuracy +/-0.5 nm; wavelength reproducibility +/- 0.015 SD;
photometric modes absorbance as (log 1/T) or (log 1/R); photometric
range, 0-3 Abs., (linear range), 0-5 Abs., (working range); Photometric
linearity +/ - 1%; Noise, 0.000020 Abs. RMS at OA (1100-2500 nm),
0.000012 Abs. RMS at OA (700-1100 nm), 0.000014 Abs. RMS at OA
(1100-1700 nm); ability to access both reflectance and transmission
modes via software switch; ability to handle dry, ground samples in a
rotating cup, bulk unground samples in reflectance and transmission
modes and liquid samples in static flow through cell; sample transport
module for large bulk samples; fiber optics capabilities (750-2000 nm)
must be in transmission, reflectance and interactance modes with
flexible probes, single fiber, and bundles. All interested parties may
express their interest and ability to meet the requirement through
submission of clear and convincing documentation on their product to
the Contracting Officer within 15 days after the date of this notice.
