The Draft Request For Proposal (DRFP) for the Network Operations Upgrade Contract (NOUC) is tentatively scheduled to be released on 11 Aug 95. It is a preliminary version of the Request For Proposal (RFP) and its objective is to serve as a communication tool to obtain feedback from industry. Your comments (including questions, suggestions, challenges and general remarks) on the DRFP are requested. Comments are due at the above address by 3:00pm local time, 1 Sep 95 (21 days from DRFP release date). The DRFP will be published via an electronic bulletin board system (BBS). The files will be in Microsoft( Office format (Word, Excel, Powerpoint, and Access). The numbers for this BBS are (310) 363-6612 (9600 baud), (310)363-6613 (9600 baud), or (310)363-1004 (2400 baud). You must have a password, issued by the contracting office (SMC/PK), to gain access to this BBS. The Space and Missile Systems Center Satellite and Launch Control Program Office (SMC/CW) has a requirement for engineering services to develop, integrate, and sustain upgrades to the Command and Control Segment (CCS) of the Air Force Satellite Control Network (AFSCN). This requirement was originally identified by SMC/CW in two separate industry briefings on 6 Dec 94 and 21 Mar 95, respectively, concerning future development, sustainment, and integration efforts for the AFSCN. At the industry briefings SMC/CW announced that its acquisition strategy for upgrading and improving the AFSCN will involve five separate contracts, one each for CCS sustainment, CCS development, Range and Communications sustainment, Range and Communications development, and Network integration. The following synopsis is only for the Network Operations Upgrade Contract, which will fulfill the CCS development portion of the acquisition strategy. In previous announcements, the NOUC was referred to as the Command and Control Development Contract. The expected content has remained the same, however. The upgrades will consist of two components, Network Operations and Satellite Operations. Network Operations will provide a scheduling, control, and statusing function for all Common User Element (CUE) resources. Satellite Operations will integrate a CUE Telemetry, Tracking, and Commanding (TT&C) Standard system into the AFSCN. The successful offeror will also be responsible for providing on-site operations and maintenance support at Falcon AFB, CO and for performing directed studies and tasks in the area of satellite command and control systems. The period of performance is approximately five years. The type of contract contemplated is cost plus award fee. Due to the highly complex nature of the contract effort and the large number of skills required to perform the various tasks, prime-subcontractor and teaming arrangements are encouraged. The Satellite and Launch Control Systems Program Office anticipates use of an organizational conflict of interest provision which will preclude the awarded contractor for NOUC from competing for a future AFSCN integration contract. Companies bidding on this contract must be U.S. based, and personnel supporting this contract must have a Secret clearance. Several contractor personnel are required to have a recent favorable Special Background Investigation. The contractor must possess, or be able to obtain upon contract award, a Top Secret facility clearance. This synopsis is for information and planning purposes only, it does not constitute a Request for Proposal (RFP). The final RFP is anticipated for release in October 1995 with receipt of proposals made within 45 days. A subsequent announcement in the Commerce Business Daily will be printed prior to the issuance of any information.
