Curtis, 301/713-0823 The National Oceanic and Atmospheric Administration intends to award a contract to Horn Point Marine Facility, University of Maryland for the purpose of developing the Implementation Plan for the Health of the Ocean (HOTO) Module of the Global Ocean Observing System. This Plan will continue the HOTO international conceptual work started through the GIPME Program, which Visiting Professor Dr. Neil Andersen has worked with since inception. Because of Dr. Andersen's longstanding participation in, and development of, this work, no other entity is believed to be capable of performing the required work in accordance with the established schedule. First HOTO performance completion date of the required services will be early November 1995, with subsequent performance milestones occurring through September 30, 1996.
