WORK IN THE VARIOUS COUNTIES OF THE STATE OF NEW YORK AND NEW JERSEY

Evaluation Board. The Indefinite Quantity Contract for
Architect-Engineer (A/E) services consists of the preparation of plans,
specifications and cost estimates for Environmental Related Work (such
as Postal Environmental Management Policy Work, Asbestos containing
building material, clean air strategies, Radon monitoring, clean
water/safe drinking water strategies, lead monitoring and abatement,
training of USPS employees in environmental issues, etc.) from various
U.S. Postal Service leased and owned facilities in the States of New
York and New Jersey. The contract will be subject to negotiation of
individual work orders. In each instance, total fees for services will
not exceed $100,000 for each task, nor will the total fees for
services exceed $500,000. Each contract will have four (4) additional
renewal options, with the total contract amounts not to exceed
$2,500,000. There is no guaranteed minimum. The USPS reserves the right
to select more than one firm and limit the State to specific contracts.
Selection criteria will be conducted with the combined use of SF
255-Architect/Engineer and Related Services Questionnaire for Specific
Project; and a completed SF 254-Architect/Engineer and Related
Services Questionnaire. Interested firms with more than one office
should indicate on their SF 255 and 254 the staffing composition of the
office in which the work will be performed. Consideration will be given
to interested firms according to the following order of preference: 1)
Within the States listed above; 2) All others. Firms will be
considered as local only if their sole office is in the geographical
area or they have a local branch office and all the design,
coordination and management of the project will be accomplished in the
office. There is no restriction on the geographic location for
consultants. Firms must have experience in the preparation of design
documentations for removal and installation of under and above ground
storage tanks and the conversion to alternate fuel sources. In
addition, firms must have experience in petroleum remedial action
projects and demonstrate familiarity with the following codes: NFPA,
PEI, ANSI, OSHA, Code Federal Regulation and State and Local Codes
relating to the UST Program. Firms must have on their staff sufficient,
licensed, professional engineers and environmental personnel who are
familiar with this type of work. Participation of Minority Business
Enterprise is a consideration in the U.S. Postal Service
Architect/Engineer selections. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon, or resulting from award of a contract. The contract
contains a requirement for evidence of current errors and omissions
insurance. Firms that have the qualifications to perform the services
described above are invited to submit a completed SF 255 and a SF 254
for each of its proposed consultants to the attention of: Joseph C.

07030-5502, postmarked not later than August 18, 1995. Firms are
encouraged to submit their packages by one of the methods offered by
the United States Postal Service (First Class, Priority or Express
Mail). Personal visits and telephone calls for the purpose of
discussing this project are not permitted. No other general
notification of this project will be made. Submissions will not be
