607-6908 This is a revision of the synopsis for DCA100-95-R-0058
published 6APR96. The revision to this synopsis announcement addresses
requirements for a classified reading room. The following information
provides specific guidance for the reading room. The Defense
Information Systems Agency, intends to issue a competitive solicitation
for the acquisition of technical support to the DISA Transmission
Systems Division (D321) for support of the Defense Satellite
Communication System (DSCS). A SECRET facility clearance is required.
The contractor will be required to provide the technical support to
enable DISA to effectively manage and control program resources and
efforts to ensure DoD can acquire and deploy geostationary
communications satellites, satellite ground terminals, and a
satellite/network control system that will assure satisfaction of
unique and vital nation/military communications require- ments
worldwide. The contractor will also provide technical assistance and
support for the Jam-Resistant Secure Communications (JRSC) program,
which supports the National Command Authority (NCA) and Joint Staff by
providing transmission on nuclear attack and assessment data and
command and control connectivity to the Unified/Specified
Commanders-in-Chief and certain subordinate commands. JRSC is being
implemented to provide anti-jam, HEMP, and scintillation protected
connectivity via the DSCS through terrestrial extension down to the
users. The contractor effort is broken into the four areas of satellite
constellation, satellite ground segment, satellite network control, and
JRSC. SPECIAL REQUIREMENTS: The nature of the support requires the
contractor to be intimately knowledgeable of the various phases of a
nuclear conflict and its affect on DSCS operations and communications.
Due to the amount of coordination necessary, the contractor must
perform at least 90 percent of the management and technical support in
the Washington, D.C. area. The anticipated period of performance is
January 1996 (or sooner) to January 1997. Four (4) twelve month options
are also included for a total sixty (60) months effort. The government
estimates Technical Staff months (TSMs) of effort as follows: Base
Year 125 TSMs with an option for 140 TSMs the second year, 140 TSMs the
third year, 140 TSMs the forth year, and 150 TSMs the fifth year. A
reading room has been established in the HQ DISA for the purpose of
making available for review by prospective offerors such data as deemed
appropriate by the government. This room is located at HQ DISA,
Building 12, Room 3300A, 701 South Court House Road, Arlington, VA.

DCA100-95-R-0058. Prior to arranging an appointment, personnel
(security) clearances (PCLs) up to and including TOP SECRET shall be
provided to DISA, ATTN: Security/Visitor Control, Code D161, 701 South
Courthouse Road, Arlington, VA 22204-2199. The Contractor is
responsible for certifying 'need-to-know' for the individuals
designated to read the classified data and shall incorporate this
requirement into the Visit Authorization Request forwarded to Code
D161. Any questions regarding PCLs should be addressed to Code D161,
(703) 607-6495. Solicitation, DCA100-95-R-0058 is projected for release
by 24AUG95. The reading room will be open as of 7 AUG 1995. Plan to
allow at least five (5) workdays for receipt and processing of
clearances before arranging an appointment. The requirement remains a
100% Small Business Set Aside under Standard Industrial Classification
