The Human Systems Program Office/Human Resources Division (HSC/YAR), Brooks AFB, TX, has a requirement for the procurement and installation of an Advanced Training System (ATS) capability at the Internal Revenue Service site in Crystal City, Virginia. This announcement publicizes the intent to award this effort as sole source to Loral Federal Systems Company, 9500 Godwin Drive, Manassas VA 22110. This procurement is being conducted using other than full and open competition in accordance with FAR 6.302-1, ''Only one responsible source and no other supplies and services will satisfy agency requirements''. Only Loral possesses the required knowledge, expertise, and technical data to complete the effort in the required time frame. The effort involves procuring computer hardware and software for a complete ATS, installing developed Ada code on the hardware, integrating the developed software with the commercial software, and integrating the complete system into the existing IRS architecture. The contractor shall procure, install, and test hardware and software items to complete the installation. The contractor shall obtain software site licenses and maintenance agreements for commercial software products. Experience and knowledge of the ATS developed software is required. The HSC has established an Ombudsman to address a firm's concerns on a non-attribution basis. Potential offerors are to exhaust all avenues within the contracting and program chain as the Ombudsman is not meant to be a substitute for actual program personnel.
