qualification; 4) firms that have -- since 1990, as the main contractor
-- carried out soil stabilization (of at least 70 percent stabilization
ratio, 30,000 cubic meters/Project in soil volume, and 10 meters/pile
in maximum length) for the foundation of a Port structure, using a sand
compaction piling barge; 5) firms that can assign, to the Construction
site, a full-time chief engineer or engineering supervisor who meets
the following criteria: a) is qualified as a certified first-class
Construction supervisor or engineer (in Construction); B) has, since
1990, had experience with a Project as described in item (4) above as
field representative, chief engineer, or engineering supervisor; and C)
in the case of engineering supervisor, is qualified to supervise
designated Construction work; and 6) firms not currently suspended from
designation by the Director of the Third District Port Construction
Bureau. This Project is open only to pre- qualified consortia as
