can assign, to the Construction site, a full- time chief engineer or
engineering supervisor who meets the following criteria: a) is
qualified as a certified first- class Construction supervisor or
engineer (in Construction); B) has, since 1990, had experience with a
project as described in item (4) above as field representative, chief
engineer, or engineering supervisor; and C) in the case of engineering
supervisor, is qualified to supervise designated Construction work; 6)
firms not currently suspended from designation by the Director of the
Fourth District Port Construction Bureau; and 7) firms not undergoing
bankruptcy procedures. This project is open only to pre-qualified
